It's a car park. Very limited parking, it's basically a short road with parking down one side, there's a small area at the bottom to turn around in. Charges aren't too bad, £3.60 for all day, pay and display with cash or contactless, or pay by phone, either online, via the app, or call them and pay.
Fairly cheap and you can pay using the Pay by Phone app which is really convenient
Good car park but a bit of a walk to gardens
